في ظل تطور التکنولوجيا الرقمية ووسائل التواصل الاجتماعي، وتزايد القاعدة الشعبية والجماهيرية المستخدمة لهذه الوسائل ، زادت الفرصة أمام الجمهور للتعبير عن آرائه ومواقفه واتجاهاته والتفاعل مع محيطه السياسي والاجتماعي، وتنوعت بيئات الاتصال مما انعکس على تنوع وتعدد الأفکار والعقائد والتوجهات ولاسيما التوجهات السياسية.
وفي إطار مجتمع حافل بالتعددية، وکذلک بالصراعات السياسية والفکرية يصبح التسامح السياسي ضرورة وطنية إن لم تکن حياتية کي يظل المجتمع قائماً ومتوازناً، وتعتبر المناقشات الحرة والمفتوحة للخلافات السياسية والاستعداد للحوار السلمي مع جميع الأيديولوجيات، هى أساس قيام الديمقراطية في المجتمعات الإنسانية .
يعد التسامح السياسي "Political Tolerance" وقبول الحق في الاختلاف من المفاهيم ذات المسيرة التاريخية الطويلة والتي تتجاوز الخمسة قرون، وقد تطور المفهوم واتسع نطاقه وأصبح يحتل مکاناً بارزاً في مواثيق حقوق الإنسان الدولية خاصة السياسية والثقافية، ففي الإعلان العالمي لحقوق الإنسان 1948 تم التأکيد على حق التمتع بکافة الحقوق والحريات الواردة في الإعلان دون تمييز من حيث العنصر أو اللون أو اللغة أو الرأي السياسي،کما قامت اليونسکو بإصدار إعلان التسامح في عام 1995(1) والذي تم التأکيد من خلاله على أن التسامح هو احترام وإقرار التنوع وهو ليس واجباً أخلاقياً ولکنه متطلباً سياسياً وقانونيا.
ويفترض التسامح وجود تنوع وتعددً في المجتمع أياً کانت طبيعته ، هذا التنوع يمکن ترجمته في صورة آراء وممارسات ، و ترکز معظم الکتابات النظرية حول التسامح السياسي على حق المواطنين في مجتمع ديمقراطي, وقبول الجماعات صاحبة الأفکار المعارضة, والاستعداد لمنح هذه الجماعات نفس فرص الوصول إلى ممارسة السياسة بشکل قانوني وبدون عنف.
شهدت السنوات الأخيرة في مصر أحداثاً وتطورات سريعة ومتلاحقة، برزت من خلالها العديد من المشکلات وفقا للصراعات والأزمات المختلفة التي مر بها المجتمع المصري أثناء مرحلة التحول الديمقراطي، يتجلى ذلک فى غياب الدور الفعال لمؤسسات المجتمع المدني، والغياب النسبي للتسامح السياسي في خطاب الأحزاب السياسية ، و سادت الحياة السياسية في مصر في أعقاب ذلک حالة من الاستقطاب الحاد بين التيار الإسلامي والتيار المعارض، کان من أهم مظاهرها "التعصب السياسي"و"سياسة التخوين "التي انتشرت داخل المجتمع .
فهل يمکن لمواقع التواصل الاجتماعي باعتبارها مصدرا رئيسياً للمعلومات -کما أثبتت العديد من الدراسات- في أي مجتمع أن تقوم بدور هام في التأثير على زيادة أو تناقص مستويات التسامح السياسي بصور مختلفة . وهل يؤثر الوقت الذي يقضيه الأفراد فى استخدام مواقع التواصل الاجتماعي على مستويات التسامح السياسي لديهم ؟. هل تقدم الرسائل الإعلامية ( المحتوي ) فى هذه المواقع وجهات النظر المختلفة بطريقة محايدة؟. هل تساهم هذه المواقع فى نشر معلومات صحيحة وغير منحازه عن الآخر؟.
کل هذه التساؤلات تدفعنا بالضرورة لدراسة العلاقة بين استخدام الشباب لمواقع التواصل الاجتماعي والتسامح السياسي، مع مراعاة الخلفية الاجتماعية والمتغيرات السياسية والنفسية المؤسسة لمفهوم التسامح السياسي .
