مشارکة المرأة العربية في التنمية الشاملة: الواقع والمعوقات والآفاق المستقبلية

هدفت هذه الدراسة الى التعرف على واقع مؤشرات التنمية البشرية في البلدان العربية، وواقع مشارکة المرأة العربية فيها. کما هدفت الدراسة الى الوقوف على معوقات مشارکة المرأة في التنمية الشاملة. ولتحقيق هذه الأهداف، فقد تم الاعتماد على البيانات المتوافرة في تقرير التنمية البشرية العالمي 2009، وتقرير التنمية البشرية العربي 2009.
کشف نتائج الدارسة بأن هناک تفاوتاً کبيراً بين البلدان العربية في مستويات التنمية البشرية في الفرص التعليمية، والصحية، والحياة الکريمة لجميع المواطنين بغض النظر عن النوع الاجتماعي. کما کشفت نتائج الدراسة وجود فجوة ضئيلة بين الرجال والنساء في مستويات التنمية البشرية في مجالات التعليم والصحة، والحياة الکريمة في بلدان مجلس التعاون الخليجي، لکن هذه الفجوة تتسع في باقي البلدان العربية  ذات التنمية البشرية المتوسطة والمنخفضة وبخاصة في جيبوتي، والصومال، واليمن. کذلک، أظهرت نتائج الدراسة وجود فجوة کبيرة بين الرجال والنساء في مجال التنمية البشرية التي تقوم على أساس المشارکة الاقتصادية والسياسية واتخاذ القرارات في جميع البلدان العربية التي توافرت فيها بيانات دليل تمکين المرأة. بالإضافة لذلک، لا تزال العوامل السياسية والثقافية تشکل عائقاً أمام مشارکة المرأة وبخاصة في المجالين الاقتصادي والسياسي. وأخيراً، فإن الأفاق المستقبلية لمشارکة المرأة في التنمية الشاملة مرهون بالنجاح الذي ستحققه البلدان العربية في مجالات التنمية الشاملة بأبعادها الاجتماعية والاقتصادية والسياسية على مستوى المجتمع بشکل عام والمرأة بشکل خاص من خلال إرساء عوامل العدالة والمساواة بين الناس وتوسيع فرص الحياة للجميع وتعزيز المشارکة الاقتصادية والسياسية للرجال والنساء.
       This study aimed to identify the reality of human development indicators in the Arab countries, and the reality of Arab women's participation in them. The study also aimed to identify obstacles to women's participation in comprehensive development. To achieve these goals, we have relied on the data available in the World Human Development Report 2009 and the Arab Human Development Report 2009.
The results of the study revealed that there is a great disparity between Arab countries in the levels of human development in educational, health, and decent life opportunities for all citizens regardless of gender. The results of the study also revealed that there is a slight gap between men and women in the levels of human development in the areas of education, health, and a decent life in the countries of the Gulf Cooperation Council, but this gap widens in the rest of the Arab countries with medium and low human development, especially in Djibouti, Somalia and Yemen. Also, the results of the study showed that there is a large gap between men and women in the field of human development, which is based on economic and political participation and decision-making in all Arab countries where data for the empowerment of women are available. In addition, political and cultural factors remain an impediment to women's participation, especially in the economic and political spheres. Finally, the future prospects for women's participation in comprehensive development depend on the success that Arab countries will achieve in the areas of comprehensive development with their social, economic and political dimensions at the level of society in general and women in particular by establishing factors of justice and equality between people and expanding life opportunities for all and enhancing the economic and political participation of men and women.
