إن الإسلام دين تسامح وهو الأساس في علاقة غير المسلمين واساس التعامل معهم. فغير المسلمين في بلاد الإسلام ينقسمون الى أربعة اقسام: اهل حرب واهل ذمة ومعاهد واهل امان، واسس التعامل معهم تکون من خلال هذه القيم وهي: احترام الإنسانية وتکريم البشرية، والمساواة التامة بينهم، والعدالة المطلقة بينهم، والحرية الکاملة لهم، وبالوفاء بالعهود والمواثيق معهم، وسماحة الإسلام ورحمته معهم، ومن خلال ذلک يتضح ان معاملة غير المسلمين قائمة على البر والقسط والحوار بالحسني.
