هدف البحث إلى معرفة طبيعة التخطيط الاستراتيجي داخل المنظمات الحکومية؛ من خلال التطبيق على عينة من العاملين بهيئة المجتمعات العمرانية کإحدى المنظمات الحکومية العاملة في قطاع الإسکان ، وقد اعتمد البحث على المنهج الوصفي وکذلک أداة الإستبيان لجمع المادة الميدانية, کما استعان بنظرية النظم کتوجه نظري للبحث ، ومن بين نتائج البحث التي توصل لها أن رؤية ورسالة الهيئة تتصف بالنظرة المستقبلية, وأن التحليل الإستراتيجي للبيئة الداخلية للهيئة يمکنها من دراسة نقاط القوة والضعف فيها في الموارد المالية.
Research Summary:
The aim of the research is to know the nature of strategic planning within governmental organizations. Through the application on a sample of workers in the Urban Communities Authority as one of the governmental organizations working in the housing sector, the research was based on the descriptive approach as well as the questionnaire tool to collect field material, and also used systems theory as a theoretical direction for the research, and among the results of the research that reached it is that the vision and mission of the Authority Characterized by the future outlook, and that the strategic analysis of the internal environment of the Authority enables it to study its strengths and weaknesses in the financial resources.
