السياسة في ليبيا وعلاقتها بالوضع القبلي

هذا النظام المحلي يجب أن يتطور تدريجياً نحو نمط من الحکومات المحلية وبعض الوحدات العسکرية الموسعة، انتهاءً بوضع هياکل إدارية مرکزية ونظم دستورية يتم الاتفاق حولها.
